A Community is made up of multiple Neighborhoods and typically 4000-60000 residents.

A Neighborhood is made up of multiple Neighborhood Blocks and typically 100-4000 residents. Multiple Neighborhoods make up a Community.

A Neighborhood Block is made up of up to 20 or so individual homes. Multiple Neighborhood Blocks make up a Neighborhood.

A Neighborhood Disaster Response Team is a trained group of individuals who will, after checking to make sure their family and home are safe, respond to a local disaster when the Fire Department is not available. This response includes, but is not limited to, making sure their neighbors are safe and stay safe, attending to any minor injuries, escalating any major injuries or possibly transporting injured neighbors to the hospital, and providing a visual presence in the neighborhood to assure their neighbors that help is there.

Family Radio Service (FRS) radios are easy to find and relatively inexpensive.
